TraceAir: Progress Tracking (Lot Elevations)

LD CLOSE OUT One of the most challenging steps in the project process is the transition from LD to vertical construction. This transition can come in many forms, as there are numerous ways to acquire land and develop finished lots. To ensure that all LD contracted scope of work items are substantially complete before lots are turned over to our homebuilding teams, use a standardized checklist to ensure all lots are “finished” and adhere to our lot standards. Substantial completion can be a confusing term, as there are multiple parties that inspect, review, and certify completion of scopes.

COMMUNITY SUBSTANTIAL COMPLETION

A Community improvements are in a state where the municipality can issue building permits. Scopes of work contained within the permitted and contracted plan set have been performed. A Third Party (typically the civil engineer of record) can review these scopes of work in conjunction with the improvements in the ground with the selected contractor and developer. A Substantial completion does not always include the acceptance and close-out by municipal agencies. A Substantial completion does not include any warranty or later work required for surety release. A Scopes of work outside of substantial completion (necessary for the project but not included in the base subdivision improvement plans): o This can include dry utility plans (electric, telecom, and streetlights). o Landscape, amenity, entry monument, and mailbox scopes of work are usually designed and permitted in separate plan sets and can be delivered concurrently or later than public subdivision improvement scopes. These scopes can be performed by a separate set of vendors and reviewed/inspected by architects, landscape architects, HOA representation, developers, or other parties. A Individual lots have a designated layout and grading plan (see the previous Lot Fit section) that should be a part of both the plan set and contract documents if an external developer delivered. The lot fit specifications are not typically an item contained within the municipal/public improvement scope of review. A A completed finished lot checklist is required to deliver or receive finished lots. A Third-Party developer delivered lots: o Review the PSA substantial completion section with the land acquisition team prior to execution. o Confirm the lot fit plan conforms to the current design and completed scopes. o Incorporate the PSA substantial completion finished lot terms and add LD to vertical development checklist items.
