Land Development Professionals must follow policies and procedure requirements for Lot Committee and AMC approval memo processes (as they are documented and implemented), several of which require NLD involvement. Any division requesting NLD review and approval of packages for AMC submittal (NLD greenlight approval) will utilize the following steps: A Request an email with a project narrative and proposed AMC submittal timeline. A Include a link to the project folder with a completed draft schedule (or subsequent NLD template format), a budget with line-item detail and backup to the extent available, and current plan sets. A Division will coordinate a meeting with NLD within 5 business days to walk through the budget, schedule, and plans to evaluate project risks and document items necessary for NLD memo issuance for submitting AMC package. LAND DEVELOPMENT RESPONSIBILITIES – PLANNING & ENTITLEMENT A Planning shall include the design, permitting, value engineering coordination, and submittal tasks in the project schedule (as created per the LD schedule policy) that is a part of the overall project schedule submitted for AMC review and approval. A Planning will manage the process and review consultant teams schedules, verifying reasonableness and updating schedules, budgets, and documents monthly in advance of NLD division meetings. A Planning shall confirm and track all fees for the project budget, updating and confirming (quarterly at minimum). These fees are further defined within the Planning Procedure and Policy section but should include impact and meter fees, building and permit fees, plat recordation fees, and any regular cost or fee that is the responsibility of a lot/homeowner in the process of development and construction prior to homeowner purchase. A Kickoff meetings are required to brief all departments on the budget and schedule development prior to bidding. A Planning to engage LD for value engineering and technical review for efficiency during plan development (not after) product coordination will be conducted at milestone intervals. A NLD final lot standards will be utilized (as previously discussed) as the basis for design plans. A The last step in plan development is the composite plan review process. Every set of improvement plans prior to final submittal for approval is to be reviewed as a group, including the civil engineer, landscape architect, dry utility design, planning, and development. All plan sets are to be overlaid and reviewed in either an online video conference call or in person to review the composite in detail, identifying conflicts. This step identifies conflicts before they can incur costly delays in the field. Including all disciplines will allow for productive and meaningful progress in educating others on proper allowable space in avoiding conflicts within future plan sets. For example, electric facilities such as transformers and switches require flat, clear working space around them. Other utilities, trees, bushes, fences, walls, etc. are not allowable within the working space that can exceed 5’ at times.
